Coffman Specialties, Inc. (CSI) is a Woman Owned Business Enterprise specializing in the construction of large public and governmental projects since 1991. Since our founding, we have completed nearly 100 major highway, airfield and waterway projects, focusing on cement treated pavements, mass excavation, structural concrete of all types, bridges and other complex infrastructure. Along the way, we have built strong relationships with owners, designers and contractors. These relationships, when coupled with our customer-centric approach and strong field performance, allow us to pursue and complete technically challenging construction contracts on a project-by-project basis.

Management Team

Headquartered in San Diego and with fully-staffed offices in Phoenix, Arizona, Coffman Specialties is proud to have on staff some of the most experienced, best qualified construction professionals in the industry. Our Project Managers, Estimators, Schedulers and support staff all have extensive experience coordinating large public and federal works.

Our primary and Senior Project managers have been responsible for contracts valued in excess of a combined $500 Million and have provided operational authority on design build and design sequencing projects in both hot and cold weather environments. And, all have been actively involved in the partnering process, an excellent client communications tool and one of Coffman Specialties’ priorities. All members of the team are focused on successfully completing the project, including identifying and resolving potential problems.

Project Management Approach

Coffman Specialties approaches every project with a proven, 3-part management plan: Proposal, Design and Construction. This allows us to facilitate projects from design build, CM at Risk and conventional construction contracts. Each phase of the project management plan has its own unique requirements and each is fastidiously controlled and coordinated by our Project Management Team. The end result is a superior project at the lowest cost.

Our project management approach is one of providing strong on-site teams with the leadership and technical resources they need. We form the Project Management Team and follow a proven process of identifying roles and responsibilities.

Project Management Team
The Project Management Team includes the Project Coordinator, Project Manager, Project Engineer, Construction Superintendent/QC Manager and professionals from the selected design vendor such as Program Manager, Pavement Design Specialist, Associate Engineers and specialty design firms.

CSI uses the team concept on each of its projects and encourages those teams to execute all functions, decisions and communications. These include:

  • Lead the development of project proposal and cost estimate
  • Participate in all activities that will lead to a valid contract award
  • Upon award, develop Project Management Approach plan
  • Direct the preparation of Quality Control plan
  • Negotiate contracts with all consultants and subcontractors defining scope of work, schedule and budget
  • Maintain project budget by processing all payment requests in a timely manner
  • Communicate project parameters and technical knowledge to all parties involved
  • Appoint the Project Safety Officer
  • Maintain an open and honest dialogue with client representatives, informing them about any issues or concerns
  • Provide management and services consistent with the quality, timeline and budget specified in the contract
