CSI Project Management Philosophy

PROJECT MANAGEMENT APPROACH

Our management plan for all projects is broken into three (3) phases, PROPOSAL STAGE, DESIGN STAGE, and CONSTRUCTION STAGE, so we may facilitate projects from design build, CM at risk, and conventional construction contracts. All phases of the project activities have their own distinct importance. The successful implementation of the work plan by a Project Management Team (PMT) will end in a superior project at the lowest cost. The efficient partnership of the overall team is guaranteed by Coffman Specialties, Inc. The roles and responsibilities of the key individuals involved on the projects will be identified in a Project Management Approach Plan.

The Project Coordinator aligns and leads the key team positions. The PMT will also include a Project Manager (CSI), Project Engineer (CSI), Construction Superintendent/QC Manager (CSI), Program Manager for design (DF), Pavement Design Specialist (DF), Associate Engineers (DF), and Specialty Design Firms (DF). Our project management approach will be to form the PMT, develop the project management concept, and follow a tried and proven project management process identifying management roles and responsibilities.

THE PROJECT TEAM

The project team concept will be utilized by Coffman Specialties, Inc. throughout the entire project to emphasize that the decisions, communication, and information dissemination is executed by a group of selected key individuals, as a team effort.

THE PROJECT COORDINATOR/PROJECT MANAGER

The approach to project management within Coffman Specialties, Inc. is one of singular responsibility for the Project Manager throughout the life of the project. Our Project Coordinator will be responsible for managing all aspects of the design and construction of the project. The day to day operations of the PMT is the responsibility of the Project Manager. This also includes work efforts of the design team, the design sub consultants, the construction team, and the construction subcontractors as may be required. The most important functions of this position will be communication, responsibility, and accountability. The Project Manager will be responsible for the quality of the design, the quality of the construction, and consequently the financial success of the overall project.

PROJECT MANAGEMENT TEAM RESPONSIBILITIES

The project management team is tailored for each project, led by the Project Coordinator who will be responsible for, but not be limited to, the following work task roles and responsibilities as may be required for each level of every project.

    • Lead in the development of the technical proposal and cost estimate.
    • Participate in all activities leading to a valid and acceptable contract.
    • Prepare a Project Management Approach Plan.
    • Authorize services to begin only after a signed written notice-to-proceed (NTP) is received from the Department of the Army, U.S. Army Engineer District in Sacramento as outlined in Solicitation DACA05-99-R-0059.
    • Direct the preparation of the Quality Control Plan.
    • Provide quality services - on schedule - within budget.
    • Negotiate written agreements defining scope, schedule and budgets with all sub-consultants and subcontractors.
    • Maintain project budgets by processing all pay requests in a timely manner.
    • Communicate the project requirements, schedules, budges, etc. To all parties involved.
    • Provide management of the project team and quality of services to be performed for the project in strict accordance with the policies and procedures of the contract.
    • Appoint and support the Project Safety Officer.
    • Cause the appropriate technical knowledge to be assigned to the project the help to solve design related issues.
    • Maintain an open and honest dialogue with the clientÕs representative.
    • Provide information and services to the client consistent with the overall contract schedule, alerting the client to issues and/or concerns.
